Public bug reported:

I am verifying backport-iwlwifi driver release/LinuxCore18 on Intel
Joule platform. Console-conf crashes at the beginning of configuration.
The lastest call is fcntl.ioctl(sock.fileno(), SIOCGIWESSID, request)
and the error is "OSError: [Errno 95] Operation not supported".

Refer to bug #1627031, I just add a new catch for OSError, then console-
conf works fine. But I don't know if this is a correct solution.
