Public bug reported:

If I configure "Repeat interval" to 20, lxinput will apply this setting
in runtime with XkbSetAutoRepeatRate, which is right.

In the same time it will write this value into an autostart desktop file
LXinput-setup.desktop as an argument to 'xset' which is WRONG. Xset
expects a repeat rate, not a delay between repeats. The correct value
that should be written into LXinput-setup.desktop is 1000/20 = 50
