Public bug reported:

I cannot select a list item which by mouse which overlap with gnome top
panel. But I can select it via keyboard.

How to regenerate:
1. Open an application with lost's of menu (i.e gimp, android studio)
2. Long sub menu list overlap with gnome.
3. Try to select top most item from the list (overlap with top panel)
