Suspicion confirmed, the "phantom" second head was causing causing compiz to fail due to the 2128 pixel width exceeding the 2048 pixel texture width limit of this chip. I booted up a D620, and verified Flashback (Compiz) failed. I logged in with Flashback (Metacity), went to Display control panel, hit Apply, and logged back out. I could then log into Flashback (Compiz) fine, it loaded quickly and everything worked fine. The display setting "stuck" fine so everything worked after a reboot as well. I guess you can close this bug! Maybe the info will remain useful for someone who runs into a similar issue.
