After install this triggers a run of newalias.

That means something in your local config is broken and that causes the update 
to fail.
Please consider fixing the config and retrying the install/update.

Since it seems likely to me that this is a local configuration problem,
rather than a bug in Ubuntu, I'm marking this bug as Incomplete.
