When the deployment failed, I noticed that the volume had been created successfully and attached to the instance. But somehow the VM cannot be booted due to the disk issue and detached from the instance. From that volume (20GB), I saw a 2.2GB partition was created, which is not supposed to be. It should be a 20GB partition. After the failure, I manually created the iscsi target and connected to an existing Ubuntu VM.
