When attempting to use the stomp or amqp protocols with ActiveMQ in
Ubuntu 16.04 or 16.10, you get errors like this:

Exception encountered during context initialization - cancelling refresh 
attempt | org.apache.activemq.xbean.XBeanBrokerFactory$1 | main
org.springframework.beans.factory.BeanCreationException: Error creating bean 
with name 'org.apache.activemq.xbean.XBeanBrokerService#0' defined in class 
path resource [activemq.xml]: Invocation of init method failed; nested 
exception is Transport Connector could not be registered 
in JMX: Transport scheme NOT recognized: [amqp]

The packages don't seem to be built with the correct protocol support
for these protocols, as identified upstream in Debian Bug #825382.
