I have this same problem with 16.04.1, on a similar Samsung Chromebook 3 platform, XE500C13-K02US (4G RAM).
This platform is ideal for Ubuntu, yet, I have the same problem, no native keyboard or mouse interaction. I'm writing this comment on the Samsung Chromebook 3 while using a hardwired USB keyboard/mouse. Also no audio, as others have identified. I'm happy to test any ISO images with debugging enabled or additional driver support. This is a very popular "netbook," suitable for Edu, R&D, and personal use. Plenty of power for software development and general Linux use. I hope we can get a current Ubuntu ISO working on the Samsung Chromebook 3, XE500C13-K02US.
