I have a NEC laptop Versa P520 and CPU-throttling and/or fan control is
being crazy. CPU use is at about 15% and the CPU is not going down at
the moment. The fan is spinning at top speed all the time.
Just a while ago I noticed the CPU speed bouncing between full and half speed.
(according to the applet on the taskbar)
The fan is not spinning slower even when the speed has been at 42% for several
minutes.
I'll attach the output of:
cat /proc/acpi/processor/CPU0/power info and throttling
