Thanks, I was looking at the wrong file. It appears that it is updating its configuration after all, the [Ripper] section sets "ripper=cdparanoia" or "ripper=kio_audiocd" depending on my selection. Looking at the process list shows that it is correctly using cdparanoia after all.
There is still a bug, however, as the UI does not correctly load and/or display the value of that setting. To answer your question, I am offered two ripper options: "KDE audio CD protocol" and "cdparanoia".
