Yes I think your system might have disk issues.

OTOH there are not much more messages that point to I/O issues.
You might try to use "apt-get install --reinstall <the packages with issues>".
Not sure if an additional "--fix-missing" might help.

Finally 15.10 is out of service now - Sorry I came by this bug so late,
I hope you are already on a newer release and you issue is resolved.
