better.

Your conf file holds "explicit_defaults_for_timestamp" which is not
working.

>From the log:
160305  7:42:13 [ERROR] Plugin 'InnoDB' init function returned error.

160305  7:42:13 [ERROR] /usr/sbin/mysqld: unknown option 
'--explicit_defaults_for_timestamp'

Due to that it starts to install/update properly.
You should fix that config up or if it never worked start with purge and 
installing it to have a clean slate.

Since it seems likely to me that this is a local configuration problem,
rather than a bug in Ubuntu, I'm marking this bug as Incomplete.
