Public bug reported:

I tried to use "apt-file search ..." as a normal user without updating the 
apt-file database before. The result is empty without an error message. If I 
run the same command with sudo, I got an error "E: The cache is empty. You need 
to run 'apt-file update' first.".
As a normal user I should get the same (or very similar with 'sudo apt-file 
update') error.

Eg:

$ apt-file search /usr/lib/libglut.so.3
$ sudo apt-file search /usr/lib/libglut.so.3
E: The cache is empty. You need to run 'apt-file update' first.
$

Environment: Ubuntu 16.04 x86_64
