According to the /usr/share/doc/fail2ban/README.Debian.gz:

* Enabled Sections:
Only handling of ssh files is enabled by default. If you want to use
fail2ban with apache, please enable apache section manually in
/etc/fail2ban/jail.local by including next lines:
[apache]
enabled = true
`````
However including those lines will cause Fail2ban error as there's no
filter called "apache":
