I was having the same issue with my Lenovo ideapad 100 (also model 15IBD
80 QQ) running Ubuntu-mate 16.04 LTS. However, when trying to get an
image to display in Cheese, I found there was no display until I clicked
preferences and changed the photo and video resolution both to 320x240.
Then the webcam displayed an image but was very slow. After closing
Cheese, the problem with the webcam led always being on has gone away.
It's on briefly when booting up, then goes off once I've logged on and
the desktop is loaded. I've re-booted several times now and the webcam
led is off, unless an application requires it. I don't think I'd updated
the kernel at the same time, but I might be wrong.
