It appears that mysql-server failed to start. It could have been due to
you turning it off during the install and the service getting in a funky
state. I would suggest starting the service again and running `apt
install -f` to clean up the upgrade process.
Because this appears to be a local configuration issue and not a bug in
Ubuntu I am marking it incomplete.
