Public bug reported:

On that PC since Ubuntu 16.04 Upgrade PC comes almost imediadly up from
suspend. If I try to send to suspend it takes a few seconds and the pc
reactivate itself as if I give a wake up call. That happens almost every time I
try to suspend.
Note: That error seems to exist since the Ubuntu 16.04 Upgrade.
