Downgrading the kernel or recently upgraded packages flash-kernel or
linux-firmware-raspi2 didn't work for me. But you can fix this
temporarily by editing /usr/share/flash-kernel/bootscript/bootscr.rpi3
and adding the line
fatload mmc 0:1 ${fdt_addr_r} bcm2710-rpi-3-b.dtb
after the line
setenv fdt_addr_r 0x02000000
Then run:
update-initramfs -u -k all
To update the boot.scr in /boot/firmware/
