Public bug reported:
After upgrading to 16.10, I noticed I was no longer able to open files
by double-clicking them. Further testing showed that the double-click
speed was very high, and that I needed to click rapidly and repeatedly
in order to open a file. Trying to open the mouse settings to adjust the
double-click speed showed me this:

The double-click speed setting is completely missing.
