Correction on my previous statement. This is fixed upstream in 3.0.0
and needs to be backported to 2.0.0.
As a work-around you can use barbican on xenial from the latest ubuntu
cloud archive (Newton):
sudo add-apt-repository cloud-archive:newton
sudo apt update
And that should get you to 3.0.0.
