For ubuntu mitaka, this needs to be cherry-picked from upstream
stable/mitaka.

As a work-around you can use barbican on xenial from the latest ubuntu
cloud archive (Newton):

sudo add-apt-repository cloud-archive:newton
sudo apt update

And that should get you to 3.0.0.
