Thank you for taking the time to report this bug and helping to make
Ubuntu better.  I was able to recreate this as well. Note that to create
this, debconf answers need to be chosen to allow the package to
configure databases.  I suspect most users don't hit this because they
don't use the default databases or they use a config mgmt tool to deploy
openstack.

I've also opened a bug against Debian to see if we can get a hand fixing
