Public bug reported:

Booting a subiquity installer image gives a description of the network
interfaces as "not configured" because they have not been configured via
netplan.

 - the installer image should provide a default netplan config, not an eni 
config as it currently does.
 - we don't want to describe these interfaces as "not configured", as this is 
confusing.

>From talking to Michael, it's possible the second issue is fixed
automatically if we address the first.
