Thanks for the additional info. I would suggest that you click the Help button on the Language Support GUI to understand better the purpose of the LANGUAGE environment variable.
It should be noted that not all applications understand LANGUAGE. For instance, I have Filezilla (KDE app) installed, and it ignores it completely. So if I start Filezilla from terminal like this: LANGUAGE=de filezilla I don't get a German UI. To get a German UI I need to do either of: LC_MESSAGES=de_DE.UTF-8 filezilla or LANG=de_DE.UTF-8 filezilla But you seem to be talking about some app(s) which does understand LANGUAGE. The explanation why the GUI isn't German in that case might simply be that the German translations are missing. It would be good if you could confirm that. (Letting us know which app you are talking about might help too.) You did a mistake initially: You removed Arabic without first having wiped out all Arabic components in the settings. That's something which Language Support does not expect.
