Note: this is a critical bug for MAAS, since it causes MAAS to crash and
become unusable.

However, for now this is a Won't Fix in MAAS itself; this bug should
focus on fixing the packaging to make the data consistent (as-designed).

If practical, we might consider patching `netaddr` in MAAS code to do
the right thing if indexes become out-of-date, but that introduces
unnecessary complexities; it would be best not to repeat that work in
two places.
