I believe the core issue is in not in the msttcorefonts package: it is modified on Ubuntu to delegate all downloads to the update-notifier package, which is the one having issues. (That is why installing the Debian version is a quick fix: it does not use update-notifier.) The update-notifier package itself delegates the download to the apt- helper program from the apt package, which is the one having a problem and which should be fixed.
