This issuer is an intermediate. There is nothing provided by the server to chain this intermediate to a root certificate. I'm pretty sure the root that signed this intermediate is "Go Daddy Root Certificate Authority - G2", which has been in ca-certificates since 20111025. The web server needs to be configured to provide that intermediate certificate to the client, in order to complete the chain to the root.
