I looked into a fix for this:
The problem is in 
/lib/systemd/system/ifup@.service

looking at 'Table 9.14. Important Unit Specifiers' on
https://access.redhat.com/documentation/en-US/Red_Hat_Enterprise_Linux/7/html/System_Administrators_Guide/sect-Managing_Services_with_systemd-Unit_Files.html

the change to be made is changing all instances of %I to %i

That fixes it for us anyway.
