I think you do need to move all build-depends-indep to build-depends....
Now the build fails with:
> xmlto man rear.8.xml
> make[3]: xmlto: Command not found
To reproduce locally, you need to perform an arch-any build only,
without building arch all packages. Like so:
# if you have not used sbuild before
$ mk-sbuild zesty
# Rebuild¸ arch-any packages only
$ pull-lp-source rear
$ sbuild --no-arch-all -d zesty rear_2.00+dfsg-1.dsc
** Changed in: rear (Ubuntu)
