To advise, you shouldn't be running apport-collect to a report on
Launchpad you aren't the original reporter of. Launchpad typically
blocks this type of action, so this may be intended behavior.
Despite this, can you please advise what happens when you run:
ubuntu-bug linux
** Changed in: apport (Ubuntu)
Status: New => Incomplete
