I didn't track when, but the current default template just specifies less arch 
specific options:
For the diff of arch/machine it does:
  <type>hvm</type>

That gets autoextended to:
<type arch='ppc64le' machine='pseries-xenial'>hvm</type>

And is working just fine.

That said, I still like the suggested approach of a 
/usr/share/uvtool/$arch-template.xml in general.
And OTOH for s390 we really still need a different template.
