Public bug reported:

Once ubuntu-core gets initially booted, console-conf script is scheduled.
The main goal of it is to get the SSH Public Key from Ubuntu One for a given 
account.
The problem is that there is no way to inject http(s) proxy thus making this 
step to fail immediately on a networks that requires the proxy
