python 3.5.3 as in Zesty cant handle delimiters in the replacement value
properly.
Example:
$ python3.5
>>> from string import Template
>>> Template("$foo $bar").substitute(foo="FOO", bar="$")
Expected result:
'FOO $'
Actual result:
error
This is a regression against at least xenial where this works as
expected.
