resolving FTBFS on powerpc architecture.

/etc/logrotate.d/ceph and /etc/logrotate.d/ceph-base both manage
/var/log/ceph/ which causes "error: ceph-base:1 duplicate log entry
for /var/log/ceph/ceph-mon.[hostname].log" during hourly logrotate
