I can think of two ways to address this problem:
1. Have the user specify at the time of calling chzdev that the device is going 
to be used for providing the root fs (e.g. using a new chzdev option --rootdev) 
-> downside: could be missed by the user
2. Run a script at shutdown time that checks if all root-relevant devices are 
activated by the current initramfs -> downside: causes constant 
overhead/shutdown delays because the initramfs must be unpacked and searched 
one very shutdown
