Hi,
it seems that apache fails on restart after upgrade while initializing mod-php.
Setting up libapache2-mod-php7.0 (7.0.13-0ubuntu0.16.04.1) ...
Replacing config file /etc/php/7.0/apache2/php.ini with new version
Module mpm_event disabled.
Enabling module mpm_prefork.
apache2_switch_mpm Switch to prefork
dpkg: error processing package libapache2-mod-php7.0 (--configure):

Then on the other hand on the bug report I see:
modified.conffile..etc.apache2.mods-available.php7.0.conf: [deleted]
modified.conffile..etc.apache2.mods-available.php7.0.load: [deleted]

That seems like somebody uncleanly removed the default configuration
file which now causes the failure. Please re-install the configuration
files so that it can work - then the upgrade should work as well.

If you want to disable check the details of the config and if you want
to uninstall check apt remove/purge but not just rm the conffiles.
