Should these sysctl defaults be shipped in Ubuntu by default for s390x?

On my amd64 xenial desktop my max_user_watches is a lot higher (~524k
vs ~8k) than what I see on s390x zesty;
fs.aio-max-nr is set to ~65k in both. Why is the default so low or
(vice versa) why such a high number is required?
