Public bug reported:

For optimization, need to consolidate the lx[cd] managers into
libertined.

Also, need to move the start/stop/freeze solely into the responsible
backends.

Lastly, all dynamic bind-mounts should be the responsibility of said
backends.

This way, libertined will only be responsible for keeping track of the
number of running operations, such as l-c-m commands and running
applications, and will tell the caller if it can stop/freeze a container
when an operation is finished.
