I can't read the following text (non-english):
Title: package lazarus (not installed) failed to install/upgrade: próba
nadpisania "/usr/share/doc/lazarus/copyright", który istnieje także w pakiecie
lazarus-project 1.6.2

Does it say something like: can not install
/usr/share/doc/lazarus/copyright" because it is also part of package
lazarus-project? If that is true, than this is no bug in Ubuntu because
Ubuntu never shipped a package with that name.

The template¹ for such a bug reads:
Thank you for taking the time to report this bug and trying to help make Ubuntu
better. However, it seems that you are not using a software package provided by
the official Ubuntu repositories. Because of this the Ubuntu project can not
support or fix your particular bug. Please report this bug to the provider of
the software package. Thanks!

If you are interested in learning more about software repositories and
Ubuntu, check https://help.ubuntu.com/community/Repositories.
