Since upgrading to Yakkety, I noticed youtube ad vimeo videos slow down
and stutter after a few minutes but it didn't seem to be due to
buffering.

dmesg logs hinted that some sort of throttling was happening.

I tried stopping thermald and that seems to help.  sensors reports the
CPU temperature is a bit higher with thermald disabled (91-2C vs 87C)
but I'd rather have my laptop run a little hot than be unusable for
watching videos.  Since it's a mobile part, the rated max temperature
for my CPU is 105C so it seems like thermald is taking drastic
throttling action while there's still quite a bit of headroom.
Obviously, it'd be great if I could watch youtube at 65C instead!

CPU is an i7-3517U, Samsung NP900X4C-A03US laptop.

I've tried with and without "intel_pstate" enabled with similar results.
Fan is working as expected: seems to spin up high when it's hot and shut
off when it's cool.  I tried cleaning out the case but it made no
difference and the fan doesn't seem dirty (it's small and ducted though
so I can't really clean it).
