Public bug reported:
The Region & Language GUI indicates that you can switch to any display
language, but if you select a language which is not already installed,
it fails.
The GUI seems to be the GNOME one, so it may be worth mentioning that
there is an Ubuntu specific patch in gnome-control-center which installs
the selected language unless it was installed previously.
