Hi,
usually it is recommended (as outlined e.g. on askubuntu.com) to reinstall the
package (also the error says that).
To do so you could in your case e.g.:
$ sudo dpkg --remove --force-remove-reinstreq libpam-cgfs
$ sudo apt-get install libpam-cgfs
I'm setting to incomplete for now, please set to new again if the error
shows up again.
