It is fixed in the latest packages in 16.04 Xenial, I hit an upgrade
wall myself, so I was forced to unhold the package.
This is what I currently have installed:
root@brix:~# dgrep libcurl

amd64 easy-to-use client-side URL transfer library
(OpenSSL flavour)
ii libcurl3-gnutls:amd64 7.47.0-1ubuntu2.2
