I think that is all been done already.
The groundwork was done in yakkety already (and is upstream in the version
merged for zesty)

postcopy-after-precopy migration.

These changes are upstream since libvirt 2.2 and therefore in Zesty as
well.
Then there was a follow up request which I managed in bug 1638470.
This was solved by merging a libvirt >=2.4 which had the fix that was requested.
That means as in zesty it should
a) require --postcopy if using --postcopy-after-precopy

used along with --postcopy flag and if both these flags are not used
then error should be thrown accordingly
