Public bug reported:
mutter 3.23/3.24 is required for gnome-shell 3.23/3.24.
We need to make sure that Budgie still works with the new mutter.
There is another ABI bump (gnome-shell 3.22 won't start with mutter
3.23.3) so we renamed the library from libmutter0i libmutter0j.
