Hello Douglas, or anyone else affected, Accepted strongswan into yakkety-proposed. The package will build now and be available at https://launchpad.net/ubuntu/+source/strongswan/5.3.5-1ubuntu4.1 in a few hours, and then in the -proposed repository.
