In that case this might not be an "overlay" scrollbars bug but just a
Nautilus bug.

  Test case:
-   1. In Unity8 launch "Files".
-   2. Navigate to a folder with lots of files/icons.
-   3. Resize the window as small as it will go.
-   4. Slowly move the mouse so the cursor enters from the right side of the 
window.
