gtk3 is stable now. All future releases will be 3.22.* (like gtk2 releases are all 2.24.*) gtk4 is under development (with 3.23.90 expected next month) but there are no current plans for GNOME to change its version numbering system from 3 to 4 since GNOME itself won't change dramatically once it starts using gtk4.
