Add flannel package to Ubuntu to provide a configurable virtual overlay network for Docker.

New package requests, removing any package attribution. All new package requests are wishlist. I do not believe this should be a package. There is a flannel-docker charm to deploy flannel based docker here https://jujucharms.com/flannel-docker/ I have not verified if that is available for xenial, and for s390x on xenial. Checking out the charm, it unpacks binary from flannel.amd64.tar.gz. Are there any upstream builds of flannel for s390x available? I got an update from arosales. There is up-to-date charm for flannel, and that's what you want to deploy the whole kubernetes, with etcd / flannel. The charm is at https://jujucharms.com/u/containers/flannel/6 However, that is only for amd64 at the moment. However, the enablement for ppc64el/s390x should happen upstream, with upstream owning building and publishing binaries which then can be trivially enabled for ppc64el and s390x.
