Hello and thank you for reporting this issue.

It seems like you had some issue setting up libapache2-mod-php7.0
originally, and then deleted /etc/apache2/mods-
available/php7.0.{conf,load} by hand. That is not at all advised and
will break the packages on upgrade. Marking this as Incomplete; if
something else led to this issue, please indicate it in the comments and
mark it as New.

It is unclear what the underlying issue is for your issues with php +
apache. If you would like to find me on IRC (nacc), I can try and help
you get up and running.
